Lisbon: what actually goes wrong

The setups that repeat in Lisbon, what the law here really says, and what to do if the police turn up. Plain, unhysterical, written for adults.

Lisbon is safe and the risk here is not assault, it is disorientation. A short-term rental on a staircase where nobody knows who comes in, an address that changes by message at the last minute, streets where the same block is a different place two hundred metres on. Cais do Sodré and Bairro Alto after midnight are a tourism economy, and that is where the bills that double appear. Agree address and hour in writing before either of you leaves.

The law where you are standing

Portugal decriminalised sex work in 1983 and never regulated it. Selling and buying between adults are both lawful; there is no register, no licence and no mandatory health check. What is criminal is living off someone else's work, running or profiting from a premises, and any payment to a minor. In practice this means Portugal is quiet, private and almost entirely indoors - and that a "house" advertising several women is exactly the arrangement the law prosecutes.

Almost nothing here is exotic. The same four or five scripts run in every city in Europe, and the only reason they still work is that men who feel embarrassed do not compare notes.

Two adults in a private room is not, by itself, a police matter in most of Europe. Stay still, stay polite, do not run and do not volunteer a story. You are allowed to say you would prefer to speak with a lawyer. Do not sign a statement in a language you do not read.
